Why Roses of Sharon aren't blooms? --Flower garden

Rose of Sharon has the rather curious habit of making seed pods that look a lot like flower buds.

seed pod: it is little bit more rounded and it has just that litthe brown tip an the  end;the seed inside may be brown if they are fully developed or they might be white if they are not matured yet.

Flower buds: it is fully closed and a nice tight green and this is what looks like inside if you were to crack it open, it's got flower petals and all the stamens inside.
